"Hi there!" said Doug. <=== Correct. With '!' or '?' there's no need of a ','.

Doug said "Hi there." <=== X
Doug said, "Hi there." <=== Correct.

"Hi there," Doug said ", What are you guys up to?" <=== X
"Hi there," Doug said, "what are you guys up to?" <=== Correct. Do not capitalize an interrupted quotation.

As we grew older, we "grew out of it." Wayne was a good example. He participated infrequently, as did Big Kevin, who were 15 and 16 respectively. They discovered that those things with long hair and cooties, suddenly were quite interesting, especially when they grew those lumps on their chests. :)
